Power comes from the star and from gas, storm and plasma planets, and it is a hard limit per system. Workforce comes from barren, temperate and oceanic planets and can be transferred through connected sov hubs. Reagents: lava planets yield Magmatic Gas, ice planets Superionic Ice. Planets only yield with a Skyhook, the star without one.
Across 2,712 nullsec systems with a sov hub, power ranges from 550 to 5,630, in the median system 1,970. Major and Minor Threat Detection Array 3 together need 2,000.
What a Threat Detection Array spawns
Per security band and level. A Minor and a Major array can run at the same time. A value exactly on a band boundary belongs to the lower band. Which band a system is in is shown on its system sheet.

Sources. The spawns come from CCP’s support article Sovereignty Hub Combat Anomalies, last edited on June 11, 2025. Cross-checked against CCP’s patch notes 22.01 (November 5, 2024): 58 of 60 cells match, and in the other two the article has one more site each. The EVE University wiki still lists the Major table for drone regions as it was before 22.01. Power, workforce, reagents and upgrade costs come from the SDE, build 3586130.
Not in the data: how much extra power Monitoring Division and workforce Mecha-Tooling add; the SDE only describes it in words. Nor which pirate faction spawns in which region. The arrays do carry five distributions per faction in the SDE, but they are not resolved anywhere.
